Gaza poses the settlement's hardest sequencing problem: reconstruction, governance and security are deeply interdependent, and progress on any one depends on credible arrangements for the others.

ECF's work treats Gaza not as a humanitarian file alone but as a state-building one — examining how reconstruction can be financed and sequenced, how governance can be reconnected to a single Palestinian authority, and what security architecture would make either sustainable.

Throughout, we hold to one principle: a two-state reality requires a single Palestinian polity. Planning that treats Gaza in isolation, however expedient, works against the outcome it claims to serve.
