Three decades after Oslo divided the territory into Areas A, B and C, the practical question is no longer one of principle but of contiguity: whether what remains can still be assembled into a coherent, governable Palestinian state.
ECF's work here is deliberately technical. We map the relationship between settlement growth, land designation and planning regimes, and we model what different territorial configurations would mean for transport, utilities and the economy a future state would inherit.
The aim is not to adjudicate the conflict but to keep the option of partition viable — to document, in implementable detail, what a negotiated separation would require long before negotiators return to the table.
