Three decades of quiet groundwork.

The Economic Cooperation Foundation is an independent, non-partisan institution working to make a negotiated two-state reality possible — through research, planning, and sustained dialogue.

Founded in 1990 by figures close to what would become the Oslo process, ECF was built on a simple conviction: that peace is not only a political act but a technical undertaking — one that requires detailed, implementable groundwork prepared long before any agreement is signed.

For more than thirty years we have done that work — much of it out of public view. We research the hard questions of permanent status, we plan the institutions and economics a settlement would require, and we sustain the back-channel relationships between Israelis and Palestinians that official diplomacy cannot always maintain.

We are independent and non-partisan. Our credibility rests not on advocacy, but on rigour, discretion, and the trust of partners across the divide and around the world.

1990

Founded in Tel Aviv

Established to prepare the economic and institutional groundwork for Israeli–Palestinian peace.

We don't take sides between the parties. We take the side of a workable, negotiated outcome — and everything we do follows from three commitments.

Rigour

Every conclusion is built on evidence and technical detail. We measure rather than assert, and we plan for implementation, not headlines.

Discretion

Much of our most important work is confidential by necessity. Trust is our working capital; we protect it carefully.

Non-partisan and unaligned, we work with Israelis, Palestinians, and international partners alike — answerable only to the goal.
